Added special event: "Color: Incoming Heal Num Indicator" to display the number of incoming heals (!= heal amount) on a target

Hi everyone!

First: Sorry if I didn't use gitlab correctly, never used it with forks, so bear with me please. I also don't know why it seems to have done whitespace changes to every line, I only used the web IDE to copy paste my local changes over :(

What is the merge request about? It's a special event that is able to show the number of incoming direct heals (no hots, and independent from the amount / rank). For me that's a lot more important than the amount of incoming heal, e.g. to identify which tank lacks healers. Because of that this indicator is my top priority for healing in raids, and I can't switch to any raid UI that doesn't support it. Now my previous addon got discontinued, so I checked if I could add it to VuhDo - and it works thanks to HealComm.

I'm using it with traffic light colours on the "Special Dot" indicator - one heal = green, two = yellow, 3 = orange, 4+ = red. I thought others might find it useful too, so I'm submitting the special event "Color: Incoming Heal Num Indicator" here.

I wasn't sure about how the code is ordered, so you might want to check and reorder things. I also only added the English translation. I'm also only submitting for the tbcc branch, as I didn't check with the others, but it will probably work in the same way there.
