[Wrath] Blank tooltip started showing up.

Summary of the issue:
Not consistent, but ever 4th or 5th hover over the frames, creates these blank tooltip frames.
Expected behaviour:
Tooltip popup functionality has always been disabled on end. Verified it too. This has never happened before.
