v3.146 - wowlk classic- problem with the modifier+mouse key - Alt+right button

Summary of the issue:
alt+right click is casting the skill on myself and not on my mouse target (the skill I'm having this problem with is the holy paladin hand of protection, I've tested it on other binds and it's working)
Expected behaviour:
what was expected was that when I used this modifier the skill was on whoever I was using it on and not on myself
you can test it using the hpal hop in someone using the modificator key Alt + mouse key right button (Alt+right button : hop)
