Adaptive swarm - Cant use here message onscreen

Summary of the issue:
Attempting to use Adaptive Swarm in vuhdo bound to either mouse or keys local seems to be blocked with the "cant use here" error message thats associated with shadow lands abilities that arn't usable outside of those zones. I do not have auto self cast on or the self cast key set to anything.
Expected behaviour:
Adaptive Swarm should be cast on a friendly target in the vuhdo frames as its a new talent option. Clicking the spell in the spell book works as expected in any zone.
Actual behaviour:
"Cant use that here"
Select the adaptive swarm talent in the new druid dragonflight resto tree and try to bind to either mouse or keys local to reproduce
