Bar background disappears when I hover over

Summary of the issue:
I mouse over my raid frames and the bar background disappears. I have not changed the opacity of the background or modified it in anyway. Further examination of the options and I see nothing out of the ordinary.
Expected behaviour: Background should remain solid as the health bar disappears when I hover over to heal.

Not sure, this started happening recently with some of the latest updates from the wow client.

Bugrabber is installed but it is not (and has not) indicated that their is an issue.
