Panel 2 moves off screen

Summary of the issue:
Panel 2 moves to the bottom of the screen causing frames to appear off screen.
Expected behaviour:
Panel 2 should add/remove players without moving the entire panel location.
Actual behaviour:
Panel 2 moves to the bottom of the screen hiding frames. This usually happens when a person joins or leaves a group and in doing so adds or removes their frame from panel 2. I have never seen this happen to panel 1. I have never run with more than 2 panels so cannot speak to whether it affects panel 3+.
Ignore the panel overlaps with action bars in screenshots below. This was caused by addons being disabled.
