Empty pet frames not hidden

Summary of the issue:
I'm trying to hide empty pet frames from my bars. I have General > General > Hide Panels > Empty, General > General > Hide Panels > Empty Buttons, and Panels > General > Ordering > Hide Empty all enabled. But I'm still seeing the background color in my pet panel.
Expected behaviour:
I'm expecting that in the my pet panel row, only the Pogchamp pet will show up, and that the rest of the row will be transparent (rather than black)
Actual behaviour:
The rest of the pet row is showing up as black (the background color)
