Overheal text integers are rounding up despite downrank heal values

Summary of the issue:
When using Overheal text, before TBC pre-patch I was used to my downranked heals showing a decimal integer. For example, max rank heal would heal for 2k hp and my downrank would go for 1.6k. The Overheal text would show these as 2k and 1.6k.
Note from Ivaria on discord: " I can look at changing both the rounding and string formatting to make this more useful for small healing values."
Expected behaviour:
Rounding should allow for tenths decimal i.e. 1.6k
Actual behaviour:
Now with TBC prepatch both heals are showing for 2k overheal. It is rounding the 1.6k up.
Tell me how to reproduce your issue. Please provide step-by-step instructions.
Use a max rank heal and then choose one a few ranks down. They'll probably show the same overheal value even though they don't heal for the same amount.
