Private Tank (focus) faded when NPC

When using a private tank panel for a focus target, the target is faded at all times if the focus is an NPC. This is true for both friendly and hostile NPC's. Range does not affect fading and the panel functions as normal (though clicks) but just always visually appears faded. No actual errors are produced from this. If the focus is a player character however, visual behavior appears as normal (not faded when in range)
