Can't set spells shortcuts for my specs

Summary of the issue: I save my spells mouse shortcuts on different profiles, according to the specs, everything loads ok when I change specs, but the mouse shortcuts.
Describe your issue here. On the Holy spec, I saved a profile with mouse shortcuts on the Spells tab, like right-click to cast Heal. On the Tools tab, I set it to activate on 20 men group and Holy spec, click save, and then check the lock settings. After changing my spec to Discipline, I get the message on chat, that it loaded the Disc profile. The panels and everything else loads just fine. But when I go to the Spells tab, it continues with the Holy spells layout. This happens with all my spells shortcuts, not only Heal. It seems like the spells layout doesn't save to the profiles. After some testing, the same happens if I load the Disc profile while in Holy spec. The spells layout will be whatever I set to all profiles. I made a video to show it but it's too large to attach it.
Expected behaviour: Spells layout save it the profile of each spec.
Tell me what you feel should be happening.
Actual behaviour: After switching profiles, the spell layout remains the same.
