"Flash on Low"-related issues with spell-specific settings

My general settings for the anchor/aura group to preface this before I start explaining things:
Onto the issues:
Keeping all settings as they are above and switching the spell-specific "Flash on low" to "On" doesn't seem to work. There is no flashing, even when setting the threshhold on the spell down to 4 sec.
(after reversing 1) back to the previous settings of flashing being set to "global" in the spell settings, keeping the spell-specific threshhold to 4, though) Within the Anchor settings, turning "flash on low" on and changing nothing else, flashing will begin while two seconds remaining are shown:
After setting the spell-specific "flash on low"-setting to "off", flashing still occurs.
