TBCC: Overheal text rounding tuned for retail amounts

The overheal text rounding appears to be tuned for retail healing amounts instead of TBCC healing amounts: <500 does not show at all, and after that it will be rounded to 1k, 2k, etc.

I reached out to some max level healers and they gave me these amounts for approximate healing in the current phase 1.

These amounts are without critting. If crit amounts are desired I can reach out to them again.

Shaman: biggest heal 3100-3200
weakest heal in a practical situation 1350-1400
still uses R1 healing wave at max level which crits for 180
Priest: biggest heal 4000-4400
down ranked mid level heal 2450-2600
flash heal 2000

I originally thought overheal was not working as a Level 35 shaman, as my biggest heal did around 490. Here is my discord post regarding that.

Ivaria kindly looked in to the issue and suggested I make a ticket in this discord message.
