Frames show wrong role icons

Summary of the issue:
Raid frames are showing the incorrect role icon for selected roles. For example, Shaman show as Healer role even though they have selected the Damage role and are in a Damage spec. Even after performing a raid role check, it still shows the wrong icon. This is not an issue specific to TBCC, as I still had this issue during Classic Anniversary as well.

You can see that Vuhdo is showing Healer roles for three different Shamans, yet ElvUI shows the correct roles for them. I inspected the player Joogz and they were using an Elemental spec and had selected the Damage role.
Expected behaviour:
Role icon shows the correct role for the role the players choose in their group or during a role check.
Actual behaviour:
Role icon shows the wrong role for the role the players choose in their group or during a role check, such as showing Healer when the player has selected a Damage role and spec.

Join a party or raid with classes that can specialize as DPS or Healer, such as Shaman or Druid. Notice that even if they have DPS spec selected, sometimes it will show as a healer role instead. Try and change the role or do a role check. Notice that the role does not change.
