Fixed cluster builder/AOE advice to use the new C_Map API.  First pass of major fixes/updates to BuffWatch (still WIP).

Use the magic "Global Cooldown" spell now instead of specific class abilities to check GCD time and duration.

Fixed display of GCD bar for some classes and specs - needs completion. Fixed absorption tracking for 'Befouled' and 'Touch of Harm'. Added absorption tracking for Mythic+ affix debuff 'Overflowing'.

Spring Blossoms is just a side effect HoT for Efflo given by the talent not a spell so force adding it to the HoT list for Druids

Removed Shadow of Death from the default custom debuff list for HFC. Removed Shadow of Death from the default custom debuff list for HFC. Added additional default custom debuffs for patch 6.2 (HFC raid encounters). Added healer legendary ring buff Etheralus as a HoT/absorb. Added Fel Lord Zakuun Befouled debuff absorb tracking. Added Tyrant Velhari Touch of Harm debuff absorb tracking.

Fix GCD bar display for Disc and Shadow priests.  Add all variations of Mar'gok's Arcane Wrath to default custom debuff list.
