Added bouquet validator 'Statusbar: Mana % (Healer Only)'. Added default bouquet 'Manabars: Mana (Healer Only)'.

Fixed tapped flag validator to use new UnitIsTapDenied() API instead of UnitIsTapped()/UnitIsTappedByPlayer().

Making custom flag validators update cyclically like HoT validators do.  This is inefficient to do by default but necessary until I put a proper config GUI in place for interests/events per custom flag.
