Shaman 'Earth Shield' provided by the 'Elemental Orbit' talent has the same spell name as regular 'Earth Shield' so needs a custom string for it's Buff Watch category

Added bouquet validator 'Statusbar: Power % (Tank Only)' and associated default bouquet 'Manabars: Power (Tank Only)'

There already exists a "Color: Friend/Foe" bouquet validator, but it
handles both cases (`VUHDO_enemyStateValidator` always returns true as
its first argument).
These new bouquets allow to short-circuit a bouquet based on
friendliness or unfriendliness .
